Why aren't exposed-fastened brackets included in UL 2703?

Neither exposed fastened brackets nor standing seam clamps are included in UL 2703. UL 2703 is only concerned with the direct attach or racking system. It does not have provisions or requirements for the attachment to the roof. It is concerned with the interface from the top of the bracket or clamp up to the module.
